ER was activated in response to the devastation of Hurricane Harvey for the collection of orphan containers and spill remediation in Houston to storm impacted areas. Operations Plan objectives included clearing roads of hazardous debris, collection of orphan containers, and spill response and mitigation. Collection teams were established for recovery of orphan containers on both land and surrounding waterways with boat operations. A staging area was constructed with orphan container collection with a total of 548 containers collected. Transportation and Disposal (T&D) was procured, and waste consolidation of all waste began. Local propane companies and steel recyclers were contacted for removal of compressed gases and empty steel tanks. Collection of orphan containers ceased, and sampling and hazard categorization of unknown containers began. Samples were collected in Level B PPE. Propane cylinders were arranged with a local propane supplier and RCRA empty containers were demolished and placed into a roll off for disposal. T&D was procured, and profiling was completed. Restoration of the staging area occurred the following week.

ER was also activated to respond for the collection of orphan containers and spill remediation to storm impacted areas in Corpus Christi. Objectives included clearing roads of hazardous debris, collection of orphan containers, and spill response and mitigation. A staging area was established and secured with rental fencing around the perimeter. Crews conducted both water and land operations collecting a total of 137 items. All items were transported to the staging area for hazard categorization and consolidation into compatible waste streams. Propane cylinders were returned to local propane supplier, empty tanks were recycled, and empty drums were cut up and disposed of at a local landfill.

ER additionally received verbal activation to respond to an oil spill leaking from an underground pipe. A specialty subcontractor was mobilized to cut and cap the pipe. The excavation area surrounding the pipe was dewatered with absorbents utilized to collect leaking product. Crew backfilled the excavation area with imported topsoil and compacted to grade. Areas impacted by the spill were cleaned with absorbents removing all visible product and contaminated soil was excavated. Two roll off boxes of non-hazardous contaminated soil and absorbents were generated during the response.
